For one of our clients, a leading international EPC (Engineering, Procurement, and Construction) and developer specializing in large-scale utility solar power plants we are hiring an HR Manager.

As the company expands its presence in Romania, they are focused on establishing a robust foundation for their operations. The mission is to build a dedicated and skilled team that will support the construction efforts, contributing to the success of our solar projects across the country.

Location: Romania - remote work options available for candidates across Romania, with occasional travel to Timișoara.

We are seeking an HR Manager to lead the establishment and growth of the Romanian entity. This pivotal role will be responsible for building the core team in Romania, with an initial focus on recruiting site roles, including construction workers and other key positions essential to the execution of solar plant projects.

The HR Manager will shape the recruitment strategy, ensure compliance with local labor laws, and develop HR processes from the ground up. They are open to candidates from anywhere in Romania, provided they are willing to travel to Timișoara occasionally.

Main Responsibilities:

Recruitment:

• Develop and execute a recruitment strategy focused on hiring site roles, including construction workers, solar panel installers, electrical and mechanical installers, machine operators, etc.
• Lead the recruitment of specialized positions such as Construction Manager, Project Manager, Construction Team Lead, Logistic Manager, Quality Control Manager, and Health and Safety Manager.

HR Administration:

• Initially handle HR administration tasks such as employee contracts, payroll, and benefits administration.
• Ensure all HR practices comply with Romanian labor laws and regulations.
• Develop and maintain employee records and HR documentation.
• As the team expands, a more specialized HR Admin professional will be recruited to take over the administrative functions.

Team building and development:

• Work closely with the leadership team to identify and recruit key positions for the Romanian entity.
• Mentor and guide the HR Admin in supporting recruitment and HR processes.

Process development and implementation:

• Create and implement HR policies and procedures tailored to the needs of the Romanian entity.
• Establish best practices for employee management, performance evaluation, and employee relations.
• Maintain strong communication with the Bulgarian office and other international teams to ensure alignment of HR strategies.
• Act as the primary HR point of contact for all Romanian operations.

Establish the Romanian entity:

• Oversee the setup of HR functions and operations in Romania.
• Collaborate with Bulgarian colleagues to ensure a smooth integration of practices and processes.

The ideal candidate:

• Proven experience in HR processes, with a focus on recruitment in the construction or solar industry.
• Strong knowledge of Romanian labor laws and HR practices.
• Excellent organizational and communication skills.
• Ability to work independently and take initiative in a startup environment.
• Proficiency in Romanian and English languages.
• Experience in setting up HR functions from scratch is highly desirable.
• Willingness to travel to Timișoara as required.
